  • Don’t just be responsive, develop a proactive communication strategy to reach each relevant audience.
     
  • Create the capacity to meet the communications needs. The state education agency’s existing communications infrastructure may not be enough.
     
  • Develop a stakeholder engagement infrastructure.
     
  • Stay in regular touch with the state legislature and the media with updates on how implementation is progressing.
     
  • Build a coalition of reform-minded teachers willing to speak up, write letters, and advocate on behalf of the process.
     
  • Keep educator groups impaneled after the development is complete to monitor implementation.
  • Create a budget for the communications strategy to use financial resources as wisely as possible.
