Development

Delaware’s revised evaluation program was developed over a period of several months and included input from teachers, principals, education experts, union representatives, and outside parties. Input from educators was collected by two technical assistance organizations – The Hope Street Group and Research in Action – in two separate phases.

During the first phase, educators from across Delaware convened via Hope Street Group’s web platform and worked on measures of student improvement for Delaware students in tested and non-tested subjects and grades. During the second phase, educators convened in in person workgroup sessions that were facilitated by Research in Action. The Delaware Department of Education released educators from their school duties so that the educators could devote time to this work. As of March 18, 2012, the educators have met in person for at least five sessions and are wrapping up their work.
