Executive Summary

Sample Success Metric

States should develop success metrics to measure the effectiveness of their engagement opportunities. A sample metric is below.

Key Questions: Designing, Piloting and Implementing

Answer and Rationale

How many teachers were involved in a meaningful way in designing the new evaluation system? In piloting the new system? In implementing the new system?

What percentage of the total teacher population is each of these?

What percentage of urban teachers was involved at each phase? Rural? Suburban? Title I?

Did the state survey these teachers before, during and/or after each phase? If so, what was the response rate?

Were the respondents in each phase generally favorable about their experiences, generally unfavorable, or neutral?

What ways, other than a survey, did the state receive feedback from participating teachers during each phase?

In what ways did educator engagement at each phase improve the evaluation system?

Did educator engagement at each phase of the new evaluation system improve any other areas of the state’s education system? If so, what were they?
